Weekly Report on Israeli Human Rights Violations in the Occupied Palestinian Territory 24 – 30 December 2020

  • 3 Palestinian civilians wounded, including 2 children, a pregnant woman and a journalist in IOF excessive use of force in the West Bank and occupied East Jerusalem
  • Israeli air strikes on Gaza: 3 civilians, including a child, sustained wounds and multiple civilian objects sustained damage
  • 8 shootings reported at Palestinians and agricultural lands, and 3 times at fishing boats eastern and western Gaza Strip
  • In 117 IOF incursions into the West Bank, including occupied East Jerusalem: 84 civilians arrested, including 5 children and 5 women
  • IOF take the measures of 11 houses in Jenin and Salfit
  • Demolition of 2 houses, 7 barracks and 4 other establishments; cease-construction and demolition notices served to 4 greenhouses in the West Bank
  • Demolition decision issued on a house; two building vacated for confiscation, and a shop self-evacuated in prelude to its demolition in East Jerusalem;
  • Escalated settler-attacks in the West Bank: wide-scale attacks on Palestinian vehicles and houses with stones, and trees uprooted in land-grab maneuvers
  • IOF established 60 temporary military checkpoints in the West Bank and arrested 9 Palestinian civilians on said checkpoints

Summary

Israeli occupation forces (IOF) continued to commit crimes and multi-layered violations against Palestinian civilians and their properties, including raids into Palestinian cities that are characterized with excessive use of force, assault, abuse and attacks on civilians that are mostly conducted after midnight and in the early morning hours. This week witnessed an escalation in settler attacks, mainly stone throwing at civilian houses and vehicles in the West Bank. Additionally, IOF demolitions of Palestinian homes and properties continued as part of Israel’s de facto annexation and under various pretexts in the West Bank and East Jerusalem.

Also, this week, IOF warplanes launched several air strikes in the Gaza Strip, wounding 3 civilians and causing extensive damage to civilian objects.

This week, PCHR documented 225 violations of international human rights law and international humanitarian law (IHL) by IOF and settlers in the oPt. It should be noted that the limitations due to the corona virus pandemic, has limited PCHR’s fieldworkers mobility and ability to conduct field documentation; therefore, the information contained in this report are only part of the continued IOF violations.

IOF shooting and violation of right to bodily integrity:

Eleven civilians, including two children, a pregnant woman and a journalist, were wounded in IOF excessive use of force in the West Bank: 4 civilians including 2 children sustained wounds in 3 IOF attacks in Jenin that occurred during raids and incursions, as well as IOF shooting near the Annexation Wall. 3 others sustained wounds in IOF suppression of a protest in Kafr Malik – Ramallah; 2 others, including a pregnant woman, sustained wounds inside Palestine Medical Complex in Ramallah. Another Palestinian civilian and a journalist were wounded in IOF attack on Kafr Qaddum weekly protest in Qalqilya.

In the Gaza Strip, 3 Palestinian civilians, including a child (girl) sustained wounds and extensive damage were documented in civilian objects in IOF air strikes on al-Tofah neighborhood, a densely-populated neighborhood eastern Gaza City Gaza.

Also this week, 8 IOF shootings were reported at agricultural lands, and three times at fishing boats eastern and western Gaza Strip.

IOF incursions and arrests of Palestinian civilians: IOF carried out 117 incursions into the West Bank, including occupied East Jerusalem. Those incursions included raids of civilian houses and shootings, enticing fear among civilians, and attacking many of them. During this week’s incursions, 84 Palestinians were arrested, including 5 children, 5 women and a journalist. During incursions, IOF took the measures of 11 houses: 2 in Jenin that belong to the families of two Palestinians one of whom was killed by IOF and the other is imprisoned by Israel for an alleged attack against IOF. The remaining 9 houses were measured without a known reason. IOF also confiscated several vehicles during incursions into the West Bank.

Demolitions:

  • PCHR documented 12 incidents, including:
  • Occupied East Jerusalem: demolition decision against a house in Silwan; shop evacuated in prelude to its demolition in Jabel Mukaber; two families receive eviction notices in Jabal Batin alHawa in a decision in favor of Ateret Cohenim – a settlement organization.
  • Jenin: cease-construction notices served to 4 houses and greenhouses; demolition notice served to a greenhouse
  • Nablus: 4 civilian establishments razed
  • Tubas: demolition notice served to al-Maleh Elementary School
  • Hebron: two houses demolished in Yatta
  • Salfit: a tin-plated barracks demolished
  • Jericho: 6 barracks demolished, and 350 olive trees uprooted
  • Bethlehem: 70 dunums razed

Settler-attacks: PCHR fieldworkers reported and documented 12 settler-violence incidents:

  • Assault on several houses and vehicles causing damage in several towns in Nablus, Tulkarm, Salfit and al-Bireh;
  • 34 olive tree seedlings (5 years old) uprooted and stolen in Hebron;
  • Settlers raided Kifl Haris in Salfit and threw stones at houses and terrorized the community – 2 children (girls) sustained wounds
  • Land-seizure notices placed in a land in Biddya – Salfit.

Israeli closure policy and restrictions on freedom of movement:

The Gaza Strip still suffers the worst closure in the history of the Israeli occupation of the oPt as it has entered the 14th consecutive year, without any improvement to the movement of persons and goods, humanitarian conditions and bearing catastrophic consequences on all aspects of life.

Meanwhile, IOF continued to divide the West Bank into separate cantons with key roads blocked by the Israeli occupation since the Second Intifada and with temporary and permanent checkpoints, where civilian movement is restricted, and they are subject to arrest.
